Pavement Condition Index (PCI) is the most commonly used metric nationwide for assessing pavement condition. PCI documents the type, severity and extent of pavement distresses and ranks conditions on a scale from 0-100, 0 being the worst pavement condition and 100 being the best pavement condition.

PCI is rated on a scale of 0-100. Carson City roads have remained in the 50-75 PCI (fair) range since 2015. Real-world PCI surveys were completed in 2017 and 2022 with the years in between estimates using the City’s asset management software. As shown below, the pavement condition on neighborhood streets has declined by 9% over the last five years.

The most recent projection with no changes to current revenue, the pavement condition of neighborhood streets is estimated to decline by greater than 45% over the next 25-30 years, reaching a pavement condition of “very poor” across the City by the year 2050.
