In 2021, the Carson City Board of Supervisors and the Regional Transportation Commission (RTC) directed the Carson City staff to investigate available options to increase funding for roadway maintenance and construction in Carson City. In response, Carson City Department of Public Works Transportation Division launched a new initiative:

Invest In Your Neighborhood Streets! Preserve Carson City Roads.

Carson City roads and the transportation system are the lifeline that connect people to where they need to go: Work; School; Shopping; Home. Without sufficiently maintained roadways, the connection gets bumpy and more difficult to navigate. Potholes, cracks, uneven pavement, and dilapidated infrastructure do not merely cause annoyance and delay but may contribute to increased wear and tear on tires and overall car upkeep, not to mention the safety and mobility of cyclists, pedestrians, and transit users. Invest In Your Neighborhood Streets! Preserve Carson City Roads is an education campaign designed to educate Carson City drivers about current roadway conditions, preservation solutions, funding sources and what will happen if an investment is not made to preserve Carson City roads.

CITY ROADS TODAY

Simply stated, Carson City roads are failing. The condition of the City’s pavement infrastructure is declining at a rapid rate, particularly on neighborhood streets which represent 71% of the City’s street network. Pavement condition on neighborhood streets has declined by 9% in the last five years. A recent 2022 study estimated the annual funding shortfall to adequately maintain and preserve Carson City roads to be nearly $21 million, and the shortfall is only expected to grow with decreased fuel demand and increased construction costs. Without increased investment, the pavement infrastructure condition will only get worse as time goes on. The pie chart below shows the average City-Wide roadway pavement condition for regional roads, and for local, neighborhood roads.

Carson City has an opportunity to act now to a find a sustainable solution to save our roads. The City is exploring funding options to preserve and maintain Carson City’s roads and neighborhood streets now before they get to the point of no repair and instead, need to be completely repaved. Measures such as patching or slurry seals preserve roadways for many years eliminating the need to be fully repaved. These incremental preservation approaches are not only cost-effective approaches; they also lessen the impact to those who live on or around roadways being repaired. However, once a road passes the point of preservation, costly reconstruction is the only path forward.

The initiative to fund and invest in preserving our roads relies heavily on the community. Project team members will be reaching out to the Carson City community during various stages throughout the project using interactive polls, community workshops and other methods to seek public opinion.
